We believe that relations between the Ukrainian Internet community and ICANN regarding the administration of the .UA domain should be authorized and formalized. Unfortunately, despite the membership of the Ukrainian Internet Association (UIA) in the Coordination Council of UANIC, the UIA was not able to receive information about the nature of inquiries sent by UANIC to ICANN on time and in appropriate content. According to our records, other partners of the UIA in the Coordination Council of UANIC were not involved in making appropriate decisions and do not have sufficient amount of information as well. On the other hand, Mr. Kohmanyuk and Hostmaster Ltd., the current administrators of the .UA domain, do not act publicly and have a number of secret arrangements. Such arrangements are hided from the Ukrainian Internet community. As a result, the main goals and perspectives of those arrangements, unfortunately, are not clear for the UIA. We think that the current situation is very dangerous. Therefore, the UIA, a public organization that represents more than 90 companies (please see Appendix), appeals to you to pay as much attention to publicity and transparency of processes related to the administration of the .UA domain as possible. You are kindly requested to take appropriate decisions involving to this process the Ukrainian Internet community because the problem of administration of the .UA domain affects virtually all Internet users and businesses that operate in this market. In return, we are ready to provide you with any necessary information about the real state of affairs.
